Announcement No. 26 of 2020 issued by the National Standardization Administration Committee in November 2020 officially issued the Chinese version of the "reach regulation".                                                                             
The China Reach regulations and standards is GB/T 39498-2020 guide for the control of the use of key chemical substances in consumer goods.
 
China Reach will be officially implemented on June 1st, 2021.

The China Reach regulation applies to consumer goods (products designed and produced for but not limited to personal use), including components, parts, accessories, packaging and instructions for use.

The China Reach regulation is mainly based on the EU "reach regulation (EC) 1907/2006", and refers to the restrictions of foreign standards such as "EN71-9 General requirements for organic compounds in toys", "en71-12 N-nitrosamines and N-nitroso compounds in toys" and "Oeko-Tex ecological textile standard", and puts forward the restrictions on consumer goods in China.
 
The Chinese version of reach regulation puts forward the need for key control in consumer goods: heavy metals such as lead, cadmium and mercury; Organotin compounds; Polycyclic aromatic hydrocarbons; Alkanes, phenols, aldehydes, ethers, alcohols, esters and their salts; Dyes and other unclassified 117 chemical substances.
 
The China reach is the first regulation in China to systematically manage domestically produced and imported chemicals. According to its relevant regulations, the State implements a pre production and pre import declaration and registration system for the environmental management of new chemical substances. Those who produce or import new chemical substances must, in accordance with the provisions of these measures, declare new chemical substances before production or import, and apply for the environmental management registration certificate of new chemical substances.
