Answer: Highly hazardous chemicals are chemicals that are persistent (P), bioaccumulative (B) and toxic (T) at the same time, chemicals that are both highly persistent (vP) and highly bioaccumulative (vB), or other chemicals that have the same environmental or health hazards.
