The number of the environmental management registration certificate or notification receipt number of the new chemical substance; 2. the application for the use of new chemical substances; 3. The control measures of environmental and health hazard characteristics of new chemical substances and environmental risk; 4. Environmental management requirements as stated on the registration certificate. Producers, importers, and processing users pass on the above information to direct downstream users (including distributors and processing users) and inform them that they should continue to pass on the information step by step until the final processing user. At the same time, processing users can also request the above relevant information from the supplier. The transmission of information may be carried out in electronic or written form, and the content of the transmission and the evidence of the transmission shall be properly archived for future reference.

Answer: If the environmental management requirements on the full registration certificate stipulate the requirements for submitting an annual report, the holder of the registration certificate or his designated agent shall, in accordance with the provisions of paragraph 2 of Article 41 of the Measures, submit an annual report on new chemical substances before April 30 of each year from the year following the date of registration.        The annual report includes the actual activities of the new chemical substances approved for registration in the previous year (including the total amount of production or imports, transfers, and information on processing users), the information transmitted to downstream users, the discharge to the environment (which can be derived from monitoring reports or estimated data), and the implementation of environmental risk control measures and environmental management requirements. The processing user shall provide relevant information to assist the holder of the registration certificate in completing the annual report.
