If a new chemical substance intends to apply for full registration after obtaining the simplified registration certificate, is the annual production volume of the two registration certificates able to be superimposed after obtaining the full registration certificate?

A: No, it is not able to do so. For example, in 2021, the volume of simple registrations was 9 tonnes, and in June 2022, the full registration certificate was obtained, and the registration volume was 100 tonnes. When the annual report, the activity volume before June was 8.9 tonnes, and the activity volume after June is 99 tonnes, according to the requirements of the registration certificate, the transfer amount in the annual report can be 99T  tonnes +9 tonnes. However, starting from the second year, that is, starting in 2023, the simplified registration certificate will be invalid, and the annual activity volume of the two registration certificates cannot be accumulated. The annual activity volume cannot exceed 100T of the full registered volume.

How to apply for polymers that do not meet the notification conditions?

Answer: If it does not meet the conditions for the notification of polymers in Chapter 5 or is excluded from the notification of polymers in Chapter 5, it shall go through the full registration or simplified registration of environmental management of new chemical substances or the notification of less than 1 ton according to their annual activity volume.

Can simplified registration be carried out for serial registration or joint registration?

Answer: Yes. Serial registration: The same applicant can apply for environmental management registration of new chemical substances for multiple new chemical substances with similar molecular structures, the same or similar uses, and similar test data. The amount requested for registration is determined on the basis of the sum of the amount requested for registration of each substance. If the requirements are met, the applicant will obtain a registration certificate for each new chemical substance in the series of registrations. Joint registration: If two or more applicants apply for the same new chemical substance environmental management registration at the same time, they can jointly submit the application materials and go through the joint registration of the environmental management of the new chemical substance. The volume of applications for registration is determined on the sum of the volume of applications for registration by each applicant. Applicants for joint registration are issued separate registration certificates.
